Vladimír Dravecký (#22) of Oceláři Třinec, time approximately 6:35, was involved in an incident deemed as Elbowing (IIHF Rule 139). The video evidence was sent to the CHL Player Safety Committee (PSC), which determined the incident to be worthy of supplementary discipline – Category 2 ‘Reckless’ – a deliberate and/or dangerous action with no concern for the result, with a conscious action to provoke, through intent and a willful purpose.
According to the Arbitrator and having considered the video evidence and ruling of the CHL Disciplinary Board, player Vladimír Dravecký (#22) of Oceláři Třinec will receive supplementary discipline under Rule 139 – Elbowing.
From the perspective of the CHL Sports Board, Vladimír Dravecký (#22) made contact, through an elbow to the head of the opposing player. The opposing player did chip the puck ahead, but did not have possession or control. With no regard for the puck, Vladimír Dravecký (#22) delivered an illegal and dangerous check. That check is deemed illegal for multiple reasons.
1) While approaching the opposing player, Vladimír Dravecký (#22) removed his left arm (bottom hand) from his stick. This permitted the separation of his left elbow up and out from his body.
2) While making contact, Vladimír Dravecký (#22) led with his left knee. His left knee made knee on knee contact. Although no apparent injury resulted, the risk of an injury is very high in these types of illegal checks. The opposing player was aware and did everything he could to avoid excessive contact. He had no other means or opportunity to protect himself.
Supplementary discipline is required. Vladimír Dravecký (#22) must have regard for the puck, must keep his elbow tucked and cannot lead into a check with his knee as the lead. He must avoid leading with his leg into a check, keep body parts tucked and avoid contact to the head.
The CHL Sports Board suspends Vladimír Dravecký (#22) of Oceláři Třinec for 2 games and fined €1200, effective immediately.
